Costa Rica Launches World’s First Marine Payment Program

Costa Rica is now setting the world standard for environmental protection by launching the Payment for Marine Environmental Services (PES) Program. This revolutionary program seeks to protect marine ecosystems while benefiting local communities. The innovative program is the first of its kind globally, focusing on conserving mangrove forests in the Gulf of Nicoya, an area critical to biodiversity and the source of livelihood for many residents. 

Conservation as a Means of Supporting Communities 

The PES program benefits 157 individuals, including women and men, by harvesting mollusks sustainably. Each person receives 212 million colones annually as compensation for their service in conserving mangrove ecosystems. These payments, therefore, ensure economic stability while promoting sustainability.  

Participation is based on the Management Plans for the Exploitation of Mollusks in the Tempisque Conservation Area. Individuals must follow strict rules, such as following Molluscan Shellfish Harvesting Plans, and refrain from any harmful activity in mangrove areas. Thus, these vital habitats are long-term healthy.  

Why Do Mangroves Matter?  

Mangrove forests protect coastlines, provide perfect habitats for species, and support carbon storage against climate change. The Gulf of Nicoya was chosen for the project because it has rich mangrove ecosystems and an engaged community that supports conservation activities. 

“This is a sign that the Government believes in conservation with and for people. But it is particularly special because it will be the first Marine PES in the country and the world,” said Rodrigo Chaves, President of Costa Rica. 

PES Bio Plus – Expanding Forest Conservation 

Costa Rica is also implementing PES Bio Plus, as its 1997 Payment for Environmental Services Program was a huge success. PES Bio Plus aims to add value to forests with respect to water resources, biodiversity, and other ecosystem services to improve the protection of the forest, especially in remote areas of rural regions. 

With PES Bio Plus, the Government will expand the hectares annually under forest protection, opening forest owners and possessors previously left out of the budget to benefit. 

Model for the World 

Costa Rica’s initiative is a model for the world in which conservation and economic opportunity can blend together. Strengthening these ecosystems and helping local communities find their place under the sun positions Costa Rica as a leader in sustainable development.  

Costa Rica has kept on innovating its conservation efforts, and PES underlines the balance the country has made between protecting its natural heritage and incorporating economic resilience in its people. This bold move inspires other nations to consider balancing environmental issues and economic interests, globalizing the motto.
